Description
This paper proposes an approach to citing quantitative data, outlining each of the proposed fields and the issues they address. It appears to be reasonably comprehensive, and may be a suitable standard, at least in outline.
The approach will only be capable of becoming a standard once implementations are defined for some of the fields, however. In particular, one field points to a "metadata description", which is unfortunately not specified with a schema, and which points in turn to a Uniform Numeric Fingerprint, which is conceptually described but not discussed in detail. These implementation protocols are needed to move forward effectively.
