Topic 0: General Status
Due to a glitch, the agenda and announcement John prepared did not actually circulate to the list. He re-mailed it this morning as the meeting started. The on-line agenda was updated after the meeting.
Topic 1: Email Distribution List
Proposed that a member can continue to participate in Steering Committee meetings and be in the mailing list for one year after resigning, but without voting privileges.
Although there was general approval of this notion, it was agreed to defer a decision until next meeting, since it was a new proposal.
Also suggested that the Technical Lead be given ex officio status on the Steering Committee.
Topic 2: TOR Updates: Wrapup; Diagram; Definition of 'MMI Grant' and 'MMI-supported Grant'
These definitions are suggested to go before section 5.1.
3) The Terms of Reference uses the term MMI grant, but doesn't define them. The following is proposed (thanks Stephanie):

MMI-Supported Grant: a grant that includes activities supporting the core MMI objectives, but is not formally approved by the MMI Steering Committee. This type of grant is not fully under the aegis of MMI, but is closely related to MMI’s work.
Topic 3: MMI and ORR Web Site Terms of Use
The MMI web site and repository have not had any Terms of Use so far. We have a set of questions on which guidance from the Steering Committee would be welcome. The questions include:
- Should we have a policy for either or both sites?
- Should we have one policy for both sites, or different policies?
- What is the purpose of such a policy -- to protect us, the users, the suppliers of information, or some combination?
- What is the organization that is issuing the policy?
In a similar vein, the semantic team has been discussing a data licensing policy or approach for the ORR site content (principally, the ontologies). Options include forcing all data to be openly available; having two sections of the site, one for open data and one for licensed or restricted data; and allowing each data set to have its own license, but make all data sets equally available.
We will not finish this discussion during this meeting, but a review of a proposed Terms of Use page reveals the types of issues we may choose to deal with:
- Use of Web Site Information
